FUNCTIONS

The Anti-Ragging Committee performs various functions to fulfill its mandate effectively:

  1. Policy Formulation, Alignment, and Implementation: The Committee is tasked with developing and implementing robust anti-ragging policies and procedures tailored to the Institution’s context. These policies define ragging, specify prohibited behaviors, delineate offender disciplinary measures, and establish incident reporting mechanisms. The Committee verifies that its policies, procedures, and actions follow the directives and benchmarks mandated by governing bodies. This includes regularly reviewing and revising its protocols to incorporate any modifications or revisions in regulations, guaranteeing that all measures undertaken by the Committee adhere to legal mandates.
  2. Awareness and Education: The Committee will conduct awareness campaigns, workshops, and orientation sessions to educate students, faculty, and staff about the consequences of ragging. These initiatives aim to foster a culture of respect, empathy, and zero tolerance towards ragging within the Institution. Any member of the Institution may report incidents of ragging to the Committee through a designated channel. The Committee shall conduct thorough investigations into reported incidents and take appropriate disciplinary actions against perpetrators per the Institution’s policies and relevant laws. The Committee shall maintain confidentiality and ensure the protection of whistleblowers.
  3. Familiarity with Regulations: The committee members will familiarize themselves with the rules and regulations mandated by educational authorities, governmental bodies, and relevant legal frameworks about anti-ragging measures. This includes understanding the specifics of anti-ragging laws, policies, and guidelines issued by national, state, or institutional authorities.
  4. Prevention Strategies: The Committee’s core function is to implement proactive measures to prevent raging incidents. This includes organizing orientation programs for new students, establishing mentorship programs, promoting healthy interaction between seniors and juniors, and creating safe spaces where students feel comfortable reporting incidents.
  5. Response and Intervention: In the event of a reported raging incident, the Committee will promptly intervene to address the situation. This may involve conducting thorough investigations, providing support and counseling to victims, and imposing appropriate disciplinary actions on perpetrators according to institutional policies and legal provisions.
  6. Adherence to Legal Obligations: In handling raging incidents, the committee ensures compliance with legal obligations related to confidentiality, data protection, due process, and human rights. This includes respecting the rights of victims, accused individuals, and witnesses and upholding principles of fairness, impartiality, and procedural justice in its proceedings.
  7. Monitoring and Evaluation: The Committee will continuously monitor the campus environment to detect and prevent ragging. It evaluates the effectiveness of anti-ragging measures, gathers feedback from stakeholders, and adjusts strategies as necessary to ensure a comprehensive and responsive approach.
  8. Collaboration and Advocacy: The Committee must obey law enforcement agencies and may collaborate with non-governmental organizations (NGOs) and community leaders to make it effective. It may also advocate for implementing more vital anti-ragging legislation and local, regional, or national policies to enhance student safety and well-being.
  9. Documentation and Reporting: Maintaining accurate records of reported ragging incidents, investigations, and actions is crucial for accountability and transparency. The Committee ensures that documentation is handled confidentially and securely while complying with legal requirements for reporting to appropriate authorities.
  10. Action Taken: Actions to be taken against students for indulging and abetting ragging in Institution:-
    • The punishment for ragging must be exemplary and justifiably harsh to deter the recurrence of such incidents.
    • The Institution’s Anti-Ragging Committee shall take an appropriate decision regarding punishment or otherwise, depending on the facts of each incident of ragging and the nature and gravity of the incident.
    • Depending upon the nature and gravity of the offense as established, the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following:- 
          1. Cancellation of admission.
          2. Suspension from attending classes.
          3. Withholding/withdrawing scholarship/fellowship and other benefits.
          4. Debarring from appearing in any test/examination or other evaluation process.
          5. Withholding results.
          6. Debarred from representing the Institution in any regional, national, or international meet, tournament, youth festival, etc.
          7. Suspension/expulsion from the hostel.
          8. Rustication from the Institution for periods ranging from 1 to 4 semesters.
          9. Expulsion from the Institution and consequent debarring from admission to any other institution.
          10. Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the Institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential triggers.
          11. Handing the culprit to the law enforcement agency
